Only a certain number of liquor licenses are issued in each county.
To sell liquor in Florida, businesses must have a liquor license from the Division of Alcoholic Beverages and Tobacco's Bureau of Licensing. A newcomer can either buy an existing license or enter the quota drawing, which takes place every time the county's population increases by 7,500. The winner of the drawing gets to apply for a new license. To apply for a Florida liquor license, you'll need to submit a tax identification number, Social Security number and your fingerprints.
